Self-insurer

self-insurer means — a body corporate that—

1. is approved as a self-insurer under Division 3 of Part 8 or
2. immediately before 1 July 2014, was a self-insurer within the meaning of the Accident Compensation Act 1985

a body corporate that —

1. has been a self-insurer within the meaning of paragraph (a) or a self-insurer within the meaning of the Accident Compensation Act 1985 as in force immediately before 1 July 2014 and
2. has elected or entered into an arrangement with the Authority, to retain liability for its tail claims and
3. has not ceased to be liable for those tail claims
